Stephen Hempstead by Sarah M. Peale. 1812-1883. Lawyer, judge, governor. Born in New London, Connecticut, October 1, 1812. Removed to Missouri, 1828, settling on a farm near St. Louis. During Black Hawk War, 1832, he was made an officer in an artillery company. Removed to Dubuque, Iowa, 1836, being one of the first lawyers settling there. Member of the Council (the present State Sentate) of the 1, 2, 7, 8 Territorial Legislative Assemblies. Delegate to 1st Constitutional Convention, 1844. Member of the Commission to revise the laws of the state, 1848. Second Governor of Iowa, 1850-1854. Judge of Dubuque County, Iowa, 1855. Died in Dubuque, Iowa, February 18, 1883.
