Representative, 12, 13, 14 General Assembly, 18868-1872. United States Minister to Austria, 1877-1881; to Germany, 1884-1885. Lectured before Lowell Institute, Boston; also at Johns Hopkins University on "Diplomacy", 1890. Died in Washington, D.C., May 19, 1910.
