White cotton flag of surrender, raised by Philippino Insurgents over headquarters at San Roque, Luzon, February 8, 1899, thereafter occupied by Colonel John C. Loper, of Des Moines, with the Fifty-first Iowa Infantry and a bettery of California heavy artillery. Presented to the Historical, Memorial and Art Department by Chaplain W. R. Williams, Fifty-first Iowa Infantry.
